Cathleen Carney is a Senior Real Estate Program Manager. She was one of the leads in the operational development of business process, policies and procedures and managing the Solution 4 Buyout Program for the State of Louisiana’s Restore Recovery Program, under CDBG-DR. For this project Louisiana Land Trust is obtaining, reviewing and approving title commitments and appraisals and overseeing the closing process, followed by management of the disposition of properties as permanent Greenspace. Previously, Cathleen managed the disposition of over 10,800 parcels of property owned by the Land Trust as a result of the Road Home Program back into commerce. Duties included overseeing a staff of 6, who worked to obtain the clearance of outstanding title issues, insure that environmental requirements were met, obtain surveys as required, and manage the closing process to final disposition in order to meet a national objective.
Cathleen also was a part of the technical assistance team that provided services to the New York Governor’s Office of Storm Recovery. She served as a technical consultant to assist in leading the operational development processes, program development, HUD Community Development Block Grant – Disaster Recovery regulations compliance, disaster recovery processes, reporting needs and operational needs assessments. Cathleen provided leadership and organizational support to the senior housing management team in areas including Policy, Procedure and Program Development/Implementation support; staff augmentation for key programmatic functions and programmatic document design and preparation; and Real Estate Title and Closing expertise and staff training.
