Charles Holmes, the Managing Partner of Holmes & Company, has a proven record of accomplishment with nearly three decades of experience and has been involved with providing Financial Management Oversight services on behalf of the U.S. Department of Transportation, Federal Transit Administration since the early 1990s.
Since 2010, the firm has worked with the Federal Transit Administration (FTA) under their Financial Management Oversight (FMO) Programs to conduct reviews of transit authorities throughout the United States who receive grant awards from the U.S. Department of Transportation. The reviews involve audits of the financial management controls that track and account funding for operations and capital projects and pass-through funding to local cities and towns with ARRA and grant funded projects. Holmes and Company also performs reviews of the Indirect Cost Allocation plans submitted by grantees to the FTA as the Cognizant agency. In addition, the firm audits several nonprofit organizations receiving HUD funds and performs Low Income Housing Cost Certifications of HUD funded Housing projects.
