William Rotert is the former Regional Director for Community Planning and Development (CPD) in the HUD Kansas City Regional Office. While he was the Director, the Kansas City Regional Office of CPD was rated by HUD Headquarters as the top CPD office in the country. He managed nearly $300 million a year in CDBG, HOME and related CPD program funding. He has over 40 years of extensive experience in managing and monitoring state and local grantees in every aspect of CPD programs including the lead role in handling the federal receivership process involving the City of Kansas City, Missouri. Rotert was a member of the HUD Assistant Secretary for CPD Field Advisory Task Force for over 12 years. In that role, he provided ongoing policy guidance to HUD Headquarters regarding CDBG and related programs.
Since retiring from HUD, Rotert has served as a subject matter expert consultant. He was a key member of the C-FACTS team helping the City of Detroit turnaround the Housing Development Department pre-and post the City’s bankruptcy. He was also the lead community development consultant for the City of Los Angeles from 2007 to 2012 providing guidance to them regarding their CDBG program. In addition, he has aided dozens of other states and CPD formula grantees on monitoring and managing CDBG and related programs including CDBG-DR and the NSP. He personally designed and implemented monitoring procedures and materials to assist states and localities in managing CDBG, CDBG-DR and NSP in accordance with all applicable federal rules and requirements.
