Community Development Consultant
Donna Everson is a Community Development Consultant with Corporate F.A.C.T.S., Inc. (C-FACTS), bringing deep experience in HUD systems, homelessness response, and community development program implementation. She is an IDIS subject matter expert and has directly managed a Continuum of Care (CoC), giving her both system-level knowledge and real-world operational experience.
Donna supports communities with IDIS setup and reporting, Coordinated Entry, HMIS, and CoC operations—helping partners strengthen service delivery, improve data quality, and stay compliant with HUD requirements.
She is known for translating complex federal systems into practical workflows that local teams can use every day.
Donna’s work focuses on:
IDIS implementation, troubleshooting, reporting, and staff training
Supporting Continuums of Care with governance, Coordinated Entry, and HMIS
Providing HUD-funded technical assistance to strengthen homelessness response systems
Helping communities improve data quality, performance management, and reporting
Supporting alignment across ESG, CoC, and related funding streams
Building local capacity through hands-on coaching and system support
Donna also serves as a Region 5 Coordinator for HUD SNAPS technical assistance and brings a steady, systems-focused approach to every engagement—helping communities build coordinated, compliant, and results-driven programs.
