Senior Community Development Consultant
Gary Causey is a Senior Community Development Consultant, bringing more than 25 years of leadership experience with U.S. Department of Housing and Urban Development (HUD). He supports communities with Community Planning and Development (CPD) programs, disaster recovery, and federal grant implementation—helping jurisdictions navigate complex requirements and deliver results for low- and moderate-income residents.
Gary previously served as HUD Jacksonville Field Office Director for 13 years, where he led statewide program oversight and managed major disaster recovery efforts from Hurricane Andrew through Hurricanes Matthew and Irma.
Gary is known for his steady leadership, deep institutional knowledge, and practical approach to helping communities move projects forward.
Gary’s experience includes:
Oversight of CPD programs including CDBG, HOME, ESG, NSP, and Homeless Assistance grants
Managing nearly $1 billion in Neighborhood Stabilization Program (NSP) funds across multiple award rounds
Supervising more than 200 homeless grants across 20+ Continuums of Care
Leading monitoring and compliance reviews, including DRGR Quarterly Performance Reporting
Supporting HOME program implementation across 21 jurisdictions, five consortiums, and Florida Housing Finance Corporation
Guiding projects ranging from single-unit rehabilitation to complex rental developments using Low-Income Housing Tax Credits
Managing compliance findings from HUD OIG and GAO audits and supporting corrective action
During his HUD tenure, Gary’s office was consistently recognized as a top performer by HUD Headquarters. His career includes multiple honors, including HUD’s Secretary’s Award for Exceptional Program Achievement and CPD Field Director of the Year.
Gary holds a Bachelor of Arts in Political Science/Pre-Law from the University of Central Florida and an Associate of Arts in General Studies from Daytona Beach Community College
