Rich Hendershot

Senior Community Development Consultant

Rich Hendershot is a Senior Community Development Consultant, bringing more than 40 years of experience with U.S. Department of Housing and Urban Development (HUD) and Community Planning and Development (CPD) programs. He supports state and local governments, nonprofits, and developers with program implementation, regulatory guidance, and HUD compliance across multiple funding streams.

Rich is known for his practical, solutions-oriented approach and deep institutional knowledge of CPD programs—helping communities move projects forward while meeting federal requirements.

Rich’s experience includes:

  • Over four decades with HUD CPD, including 26 years as Program Manager in the Columbus Field Office

  • Supporting implementation of CDBG, HOME, ESG, and HOPWA programs across Ohio

  • Approving Consolidated Plans and Annual Action Plans for dozens of grantees and participating jurisdictions

  • Leading administration of 2009–2010 Stimulus funding, including NSP 1–3, CDBG-Recovery, and Homeless Prevention & Rapid Rehousing

  • Serving as primary CPD representative for complex entitlement grantees, including Cleveland and Columbus

  • Reviewing Requests for Release of Funds under 24 CFR Part 58 and providing regulatory guidance to help projects proceed

Rich holds a Bachelor of Science in Urban Studies from Cleveland State University and is a Certified HOME Program Specialist and Economic Development Professional (National Development Council).
