Senior Community Development Consultant
Bill Rotert is the Senior Community Development Consultant, bringing nearly four decades of leadership experience with the U.S. Department of Housing and Urban Development (HUD) and more than 15 years as a community development consultant. He specializes in HUD programs administered through the Office of Community Planning and Development (CPD), supporting grantees with program implementation, policy guidance, and compliance.
Bill is known for his deep institutional knowledge of HUD programs and his practical approach to helping communities navigate complex federal requirements.
Bill’s experience includes:
Serving nearly 38 years with HUD, culminating as Regional CPD Director for the Kansas City Regional Office
Advising HUD leadership through participation on the CPD Field Advisory Group, contributing to national policy and program development
Providing technical assistance to communities since 2006 across housing, community development, and planning initiatives
Teaching community development, housing, and urban planning as an adjunct professor
Participating in the Presidential Executive Interchange Program, including private-sector and international assignments
Bill holds a bachelor’s degree in Urban Studies from the University of Arkansas and a master’s degree in Urban Affairs and Planning from the University of Texas at Arlington.
